A Statement by the Asian Human Rights Commission

PAKISTAN: No clues as to whereabouts of Ehsan Arjemandi - Iran denies extradition

The Asian Human Rights Commission has received conflicting information about Mr. Ehsan Arjemandi, a Norwegian citizen. The Federal Interior
minister previously announced that had been extradited to Iran on September 6, 2009 where he was wanted on several charges, however, it is now
believed that he is still being held in custody in Pakistan.

Mr. Arjemandi, who arrived in Pakistan in August, 2009 for the first time in twenty years to see his relatives (in Balochistan province, Turbat and Mand)
was on an intercity Aslam Dandahi Coach on August 7 to Karachi, when up to twenty vehicles intercepted the bus on the Zero Point Coastal Highway
near the Uthal check post, about 12km from Uthal city. According to eyewitnesses, a group of armed men boarded the bus, covered his head with a
black blanket and took him away in unmarked jeeps. Please see the link the urgent appeal issued on his disappearance; http://www.ahrchk.
net/ua/mainfile.php/2009/3235/. He had been missing for almost a month when the government announced that he had been extradited to Iran.

Ehsan Arjemandi’s elder brother, Mohammad Arjemandi, informed the AHRC that the government of Pakistan has failed to reply to the letters from the by
Chargés d’affaires of the Norway Embassy requesting information on disappearance of Arjemandi and news of his extradition. In October 2009 the
Iranian government officially informed the Norwegian Embassy in Islamabad that Ehsan Arjumandi has not been transferred to Iran from Pakistan.

Mr. Terje Barstad, minister at Norwegian Embassy, Islamabad, has confirmed to Mr. Mohammad in January, 2010 that he received a report that Mr.
Ehsan is in Pakistani custody in Quetta city, the capital of Balochistan province. Mr. Mohammad is maintaining continuous contact with the Norwegian
Embassy who has acknowledged that Mr. Ehsan is citizen of Norway and it is their responsibility to locate the whereabouts of their citizens.

A Baloch-speaking army officer confirmed to the family that Mr. Ehsan Arjemandi is in military custody in Malir Cantonment, Karachi, the capital of Sindh
province. He says that Ehsan is suffering from high blood pressure, diabetes type 2 and hepatitis C. The army source informed the family that Ehsan
would be of very importance, particularly in the context of developments in the region.

There is fear that Ehsan may have been killed during his illegal detention and alleged torture and that the story that he has been extradited is merely to
convince the family that the Pakistan authorities are no longer holding him.

This is not the first case of alleged disinformation about missing persons. The National Crisis Management Cell (NCMC) of government of Pakistan had
announced that Mr. Zakir Majeed, a student leader of Balochistan, has been released and returned home on January 22 but the news proved to be false
and he remains missing. It is feared that he might have been killed.

Disappearances and extrajudicial killings during detention have become a way of dealing with opponents in Balochistan where the army has so much
power the civilian government cannot interfere in their affairs. The law and order has been handed over to the Frontier Corp (FC), a Para military force,
instead of the police, and therefore, the proper and legal way of handling the crimes has been eroded and law has become subservient of the
Paramilitary forces. When the process of law is not allowed to take the legal course then government has to rely on the conflicting and false information
provided by the security forces. The behaviour of the law enforcement agencies in the Balochistan is no more than that of a colonial power who does not
even allow people to gather in wedding ceremonies and memorial services. Please see the following links;


It is without doubt the foremost responsibility of the government to provide correct and true information about Mr. Ehsan Arjemandi who was arrested in
August 7. The civilian government is now following the same methods against the people of Balochistan as the military government of Pervez Musharraf
did before. The government should immediately take steps to recover him safely from detention.

The family of Ehsan Arjmandi last week was waitting on the airport of Oslo that he would land after a family visit-trip to Balochistan of Pakistan but he
never arrived.

Ehsan had been arrested and taken away by the Pakistani military police on his way to Karachi on 7 Agusti 2009, tells his brother, Ali Arjmandi on the
phone.

Ehsan Arjmandi 38 who is an iranian baloch , has lived in Norway since 1989 and is a Norwegian citizen. In Oslo he has been an human rights ativist of
his people (Balochs) which is an oppressed minority people in Iran, Pakistan and Afghanistan.

Witnesses tell of severe torture of political prisoners in the Pakistani military camps, where Mr. Arjmani probably has been moved.

Nobody who knows Ehsan understand what he may be suspected.
After five days of uncertainty his family worry for his poor health and fear for torture because of the activities he has done as an HR- activist in Norway.

Pakistan and Iran have an extradition agreement with each other for political prisoners.

According to Iranian news agencies [1-3] more than 10 balochi regime opponents has been handed over by Pakistan to Iran in the last twelve months
and 4 of them were hanged recently in a prison in Zahedan [4-5].


We in the "Balochistan Human Rights activists Assosiation" (BHRAA) think Ehsan Arjmandi's life is in danger and therefore would call for international
attention on his case and his safety and urge you to take urgent action to save his life, before it is late!

Norwegian kidnapped from coastal highway

KARACHI - A Norway national went missing when he was on way to Karachi from Balochistan on August 7. Norway Foreign Ministry said that it had taken
strict notice of the matter and it will soon contact the Government of Pakistan, The Nation has learnt on Sunday.

Ehsan Arjmandi (38) having dual nationality of Pakistan and Norway is a political activist in Norway. He reached Pakistan a couple of weeks back to visit
his family members settled in Turbat and Mand district of Balochistan.

After meeting with his family members in Mand, he left for Karachi on August 7 by an intercity bus titled ‘Aslam Dandahi Coach’. When the bus reached
Zero point Coastal Highway near Uttal check post, about 12km away from the Uttal city, some unidentified vehicles intercepted the bus, armed men
people got into the bus and took out Ehsan from the bus and covered his head with a black blanket and took him away.

Some of his relatives, while quoting the eyewitness, told The Nation that more than twenty vehicles having resemblance with intelligence agencies
vehicles took Ehsan with them. His family members have claimed that Ehsan was taken away by the intelligence agencies.

Ehsan had come in Pakistan after a long time. He is said to be a heart patient and also suffering from asthma and several other diseases, while he was
under regular medical treatment on daily basis. His life is in danger as he was taking regular dozes of medicines. If medication is not provided to him, he
could not survive during detention, his relatives said.

Ehsan Arjmandi was working in Norway Foreign Ministry for the Norwegian Police Department as Persian and Balochi translator, but he recently left his
job as the doctor declared him medically unfit.

Besides taking part in the political activities in Norway, he was also a social activist on the platform of Baloch Anjuman Norway, an NGO. He was among
the protesters who staged agitation against former President General (r) Pervez Musharraf during his visit to Norway against the army action in
Balochistan.

Similarly, he, along with other human rights political activists, took out the agitation rally against former Prime Minster Shaukat Aziz when he visited
Norway.

His family members also claimed that he had never been involved in any anti-state activities, while he took part in the agitation against the previous
dictatorship that was right of any person.

A volunteer organisation in Norway, Baloch Human Rights Committee (BHRC) said that they took up the matter of Ehsan with the Foreign Minister of
Norway and launched the complaint for his illegal detention, while requested the ministry to contact the Pakistan to set him free. BHRC claimed that the
Norway Ministry has assured them to take the matter seriously, while in this connection the Norway Ministry said it would contact with government of
Pakistani on 10 August (today).

Ehsan Arjemandi a Norwegian citizen was Friday 7. August 2009 about 05.00-06.00 local time Pakistani abducted by what we believe is the ISI (Pakistani
intelligence). This happened in  Zero Point in Pakistan. Ehsan Arjemandi was on the way from Mand in Balochistan to Karachi in Sind. He left with Taj
Mohammad Razaq. Between 05.00 and 06.00 at 5 cars surrounded the bus they traveled with. Some of the men in these vehicles had police uniforms
and those who picked Ehsan Arjemandi were wearing civilian clothes. These men drove pickup. Vitner wrote down the registration number to one of the
cars ADN6928.

Lawyer in Karachi Abdul Jalil Raisi have tried to report the matter in the police station in Baghdadi, Lyari Town in Karachi but the police will not accept the
review. Bus company Ehsan Arjemandi traveled with have also tried to report the matter to the police in Baghdadi and police refused to accept the review.
This company called Aslam Dhandhi.

Ehsan Arjemandi used this mobile phone number in Pakistan: 00923212905883. Thursday 6. August at 20.30 Norwegian time, the attempt to reach him,
the phone was out of service but got no reply. After the incident Friday 7. August is the mobile phone switched off.

Ehsan Arjemandi have poor health and he uses the medication. He is among other Astmatiker.

We are very concerned about the security of Ehsan Arjemandi and I will follow the matter further. More information coming when we know more.

Ehasn Arjmandi Baloch political activist arrested in Makuran Costal Highway

Well know Norwegian Baloch activist Ehsan Arjmandi was arrested yesterday while travelling from Mand toward Karachi for medical treatment. His
arrest was verified from different sources, including eye witnesses.

According to an eye witness "all coaches heading towards Karachi from interior Balochistan were stopped at 'Zero Point' Uthal, Lasbela destrict of
Balochistan, and passengers were screened one by one. Ehsan was off loaded after few questions and rushed away
after being blind folded".

While condemning the arrest of Ehsan Arjmandi, family and friends are making every effort to secure his release. The authorities in Norway and
Norway's high commissioner in Islamabad have been contacted.

Various well wishers of Mr Arjmandi have urged Pakistani authorities for his release. They asserted that Ehsan has done nothing wrong in his life and
he has been a human right and democratic campaigner. They feared that any delay in his release can worsen his health condition.

It is unfortunate to state that even after democratically elected government and reinstatement of Judiciary; the ISI & MI agncieies have not changed their
old dictatorial practices in Balochistan. Recent arrest of Ehsan Arjamendi, a young human rights activist from Norway is a challenge to all democratic
and human  rights activists all over the world. As such we appeal to all democratic forces and human rights defenders that they must face the
challenges of Paki ISI& MI agencies and retaliate to their inhuman activities in Balochistan. Hop our appal would receive early response and the wild
hounds of Paki ISI & MI agencies men would duly be punished for their inhuman activities.

was arrested yesterday. Ehsan Arjumandi Baluch, a Norwegian citizen recently went to Balochistan to visit his friends and family. Sources close to Mr.
Arjumandi reported his family live in both Karachi and Baluchistan. He was traveling from Mand town in Balochistan to Karachi.

Here are some news that we received from different sources;

Karachi
: Ehsan Arjumandi Baluch a Norwegian citizen recently went to Baluchistan to visit his friends and family. Sources close to Mr Arjumandi
reported his family live in both Karachi and Baluchistan. He was traveling from Mand town in Balochistan to Karachi.

The bus he was traveling in, was stopped at Uthal check point (also known as zero point) where ‘according to eyes witnesses’ two cars without
number plates were already waiting for him. Four men in plain clothes got on the bus and asked Mr Arjumandi to go with them. “As soon as Ehsan
Baluch got off the bus, a black hood was put on his head and driven towards an unknown location”. Said the eye witnesses.

It is obvious that he has been abducted by the Pakistani intelligence agencies. Similar cars and officials in plain clothes were involved in all previous
abduction of Baloch activists. Mr Baluch’s friend and family reported to have contacted the Norwegian government and sought their help to put pressure
on Pakistan for his early and safe release.

Mr Anwar Baloch of Baloch Unity conference from Karachi and other Baloch leaders from Baluchistan expressed grave concerned about
the abduction of Mr Ehsan Arnumandi Baloch.
