The Human Rights Commission of Pakistan (HRCP) has said credible evidence exists about the involvement of state agencies, especially the
Frontier Corps (FC), in the killing and enforced disappearance of Pakistani citizens in Balochistan.

In its report titled 'Blinkered Slide into Chaos,' it said cases registered against personnel security agency personnel remain uninvestigated and the courts have failed
to ensure compliance with their orders.

Describing the situation in Balochistan as 'extremely precarious', the report called for a political solution to the problem urgently.

The report is based on information gathered by a HRCP fact-finding mission that visited Quetta, Khuzdar and Turbat (Makran) from May 4 to 7, 2011.

Describing a new and worrying trend, HRCP Chairperson Zohra Yousuf said that earlier the majority of missing persons used to return home but now only mutilated
bodies of victims are found on roadsides and desolate places. The report mentioned the record of 140 such cases from July 2010 to May 2011. The document also
provided a detailed account of 143 missing persons in Balochistan.

According to the report, the agents of state, insurgents and extremists operating in the province share a common disregard for human rights.

The report said lawlessness has proliferated at an alarming rate in Balochistan, bringing normal life and economic activity to a halt. It mentions that at least 78
organised gangs reportedly be involved in abduction for ransom in the province.

The report recommended the state to ensure that actions of its agents remain within the confines of the law, and derelictions are investigated in a transparent and
credible manner. It also demanded all security forces in Balochistan be brought under civilian control. (ANI)

detention are violated with impunity. An armed insurgency is underway in the province. Targeted killings and kidnappings for ransom are pervasive. Members of
religious minority communities are at greater risk and have been forced to migrate to other parts of the country and abroad. Journalists and human rights defenders
