Fatwa: Jihad on Government of Pakistan permitted in
Islam

KALAT, Balochistan – At a local mosque in Pishin, Balochistan, a town located 50 Km west of
Quetta towards Afghanistan, the head imam (preacher), Mullah Humayun Achakzai, issued a
“Fatwa” (a religious proclamation) on Friday during a sermon that Islam permits every true
Muslim to wage Jihad (holy war) on the Pakistani armed forces and government officials.

KALAT, Balochistan – At a local mosque in Pishin, Balochistan, a town located 50 Km west of
Quetta towards Afghanistan, the head imam (preacher), Mullah Humayun Achakzai, issued a
“Fatwa” (a religious proclamation) on Friday during a sermon that Islam permits every true
Muslim to wage Jihad (holy war) on the Pakistani armed forces and government officials.
Pishin is composed predominantly of ethnic Pashtuns tribesmen, a deeply religious people who practice Islam. The
Taliban forces are primarily composed of Pashtuns, and so are the population in the Pakistani province of
Pakhtunkhaw (officially known as the Northwest Frontier Province) and northern areas of Pakistani-occupied
Balochistan.
Mullah Achakzai said that in a war between Muslims and non-Muslims, it is easy to determine when a Muslim kills a
non-Muslim, the non-Muslim goes to hell; and when a non-Muslim kills a Muslim, the Muslim becomes a “Shaheed”
(martyr) and goes to heaven. But, he questioned that when one Muslim kills another Muslim in a war, how could we
determine who is a “Shaheed” and goes to heaven, and who is not a “Shaheed” and deserves to go to hell.
Taliban forces are primarily composed of Pashtuns, and so are the population in the Pakistani province of
Pakhtunkhaw (officially known as the Northwest Frontier Province) and northern areas of Pakistani-occupied
Balochistan.
Mullah Achakzai said that in a war between Muslims and non-Muslims, it is easy to determine when a Muslim kills a
non-Muslim, the non-Muslim goes to hell; and when a non-Muslim kills a Muslim, the Muslim becomes a “Shaheed”
(martyr) and goes to heaven. But, he questioned that when one Muslim kills another Muslim in a war, how could we
determine who is a “Shaheed” and goes to heaven, and who is not a “Shaheed” and deserves to go to hell.
He condemned the Pakistani Foreign Minister Khurshid Kasuri for declaring to the U.
S. Secretary of State Dr. Condoleezza Rice during her recent visit to Pakistan that
over 650 Pakistani soldiers were “martyred” fighting Al Qaeda and Taliban forces.
Mullah Achakzai clarified that it is a well-know fact that the Pakistani military dictator,
General Pervez Musharraf and his Foreign Minister Khurshid Kasuri along with the
majority of people who work for the Pakistani military regime enjoy drinking whiskey
and having sex with women other than their wives. He said that in Islam anyone who
commits these sins is considered a non-Muslim.

Mullah Achakzai said, “Then how is it possible for a whiskey loving, womanizing, non-
Muslim person like the Pakistani Foreign Minister Khurshid Kasuri to declare that 650
plus Pakistani soldiers are ‘Shaheed’? Did he forget that the true ‘Soldiers of Islam’
killed these Pakistani soldiers in the name of Islam?”
“We are Muslims and we pray five times a day, we pay ‘Zakat’ (tax/charity), we fast
during the month of Ramadan, we go to Hajj for pilgrimage once in our lifetime, we
believe in one God and Prophet Muhammed (PBUH) as his last messenger, we live
our lives according to the teachings of the Holy Quran and Haadiths (quotations by
Prophet Muhammed-PBUH) and abstain from committing sins,” said Mullah Achakzai.
He added, “Then why is the Pakistani soldier – who is a Muslim by name only – is busy
killing our innocent children, women, men, as well as our ‘Soldiers of Islam’?”

“I have thought about this question for a long time because it was bothering me, and now I have
finally found an answer through prayers: Whenever a Pakistani soldier picks up arms against a
Muslim he has made a decision to take the path of a non-Muslim. Therefore, he has declared
through his actions, and not words, that he has resigned from being a Muslim. Even if he
practices the tenants of Islam, the truth is that he is now a ‘Munafiq’ (hypocrite). According to
our Prophet Muhammed (PBUH), a ‘Munafiq’ is worse than a ‘Kafir’ (non-believer in all the Holy
Books of God including the Quran, the Bible, and the Torah). The punishment for a ‘Munafiq’ is
death,” reasoned Mullah Achakzai.

proclaim on behalf of the entire Muslim ‘Ummah’ (community of believers)
that every soldier and official of the Government of Pakistan is a ‘Munafiq’ and
their punishment is death by a true Muslim. Islam permits us to wage ‘Jihad’
on Pakistan. Every ‘Munafiq’ we kill is NOT a ‘Shaheed’ and they will burn in
hell. I am sorry to inform the families of those 650 Pakistani soldiers that were
killed in battle by the ‘Soldiers of Islam’ that their sons died as ‘Munafiq’, and
God willing, they will go to hell.”

Pakistan, or be prepared to die as a ‘Munafiq’ at the hands of a true Muslim and rot in hell.
He added, “There is no middle ground, either you are with us or you are against us.”
He asked the Pakistani soldiers to surrender to Islam and kill anyone, including officers,
who tell them to kill or harm another Muslim and any ‘Soldier of Islam’. He assured that
Islam has permitted ‘Jihad’ against the ‘Munafiq’ Pakistan; and it is now the duty of every
true Muslim to kill anybody who works for the Pakistani government.
The Government of Balochistan (GOB) in Exile supports Mullah Achakzai in clarifying the
role of the Pakistani government. It should be emphasized that although the Baloch are a
secular group, the majority of Baloch are Muslims. When a Pakistani Muslim soldier is
himself a true Muslim must join the ‘Soldiers of Islam’ to fight the ‘Munafiq’ Government of
Pakistan, or be prepared to die as a ‘Munafiq’ at the hands of a true Muslim and rot in hell.
