threatens to move ICJ

KALAT (Online): A grand tribal jirga Thursday urged the Balochs to get united on one platform and launch a
determined struggle for the restoration of Balochistan?s pre-partition status. Chaired by Khan of Kalat Mir
Suleman Khan, the jirga denounced the killing of veteran Baloch nationalist and Jamhoori Watan Party head
Nawab Akbar Khan Bugti in a military operation in Kohlu. The jirga, held in Shahi Hall here, was attended by more
than 95 tribal chiefs Balochistan, Punjab and Sindh. Tribal elders, nawabs and large number of people attended
the event. Tribal chiefs including Sardar Sanaullah Zehri, Nawab Aslam Raeesani, Mir Balakh Sher Mazari,
Sardar Yar Muhammad Jamali, Sardar Akhtar Jan Mengal, Nawab Zulfiqar Ali Magsi, Sardar Taj Muhammad
Jamali, Sardar Aziz Ahmad Lehri and others were present on the occasion. Speakers agreed the Balochs could
no longer remain part of Pakistan. Balochistan, which had been independent even of the undivided
sub-continent, was forcibly annexed to Pakistan, they claimed. The Baloch nation was divided in three provinces -
Punjab, Sindh and Balochistan - under a sinister conspiracy, they said, demanding the borderline of the province
be abolished immediately. In order to have their long-running problems resolved, the speakers stressed, the
Balochs must forge unity in their ranks to ensure Balochistan?s restoration to its pre-Partition status. The
speakers alleged the province, subjected to step-motherly treatment by the Centre, was the scene of bloodshed.
?Our political parties should get untied on a single platform and work out a strategy to challenge the
Pakistan-Balochistan annexation accord in the International Court of Justice.? Balochistan?s people be allowed
to control their resources, said the jirga, which also heard an interview of Nawab Akbar Bugti recorded by a radio
channel. The relaying of the interview brought a melancholy air to the jirga. In the interview, the late JWP chief said
his struggle was for the protection of Balochs? sovereignty and achievement of their rights. ?We are not
anti-development. Any development has to be in accordance with the requirements of the Baloch nation. On the
other hand, the government brands the establishment of garrisons and airfields as development,? he remarked.
The jirga reprimanded the federation for violating the 1948 pact, and sought the help of the International Court of
Justice on issues including the killing of Bugti and illegal distribution of his ?personal estate? among his
adversaries. It also rejected the ongoing Gwadar mega project, calling for an immediate halt to the construction
of cantonments in the area. The participants spurned a jirga convened in Dera Bugti on August 24, saying it
amounted to brazen interference in ?tribal affairs? of the province. The jirga assailed the Centre for ?blatant
violation? of the ?autonomy pledged in the 1948 pact? between the British Raj and Pakistan. It warned of moving

KALAT: The ever grand jirga in the history of Balochistan has been held under Khan of Kalat after 130 years
calling upon people of Balochistan to unite on one platform to seek restoration of pre-partition status of
Balochistan besides condemning the killing of Nawab Akbar Bugti.
The jirga was held in Shahi Jirga Hall here Thursday. Over 95 tribal chiefs from Balochistan, Punjab and Sindh,
tribal elders and Nawabs besides people in large number attended the jirga. Nawab of Kalat Mir Suleman Khan
presided over jirga.

Chief of Chalawan, Sardar Sana Ullah Zehri, Chief of Sarwan, Nawab Aslam Raeesani, Mir Balakh Sher Mazari,
Sardar Yar Muhammad Jamali, Sardar Akhtar Jan Mengal, Nawab Zulfiqar Ali Magsi, former chief minister
Sardar Taj Muhammad Jamali, Sardar Aziz Ahmad Lehri and others participated in the jirga.

The speakers while addressing the jirga said there is no room left for Baloch nation to live in Pakistan now.
Balochistan was an independent state and it was not part of united India. It was forcibly annexed to Pakistan and
Baloch nation was divided in three provinces of Punjab, Sindh and Balochistan under a conspiracy. The border
line of the province be abolished.

They underlined that the need is there that all the political parties and people of Balochistan are united under
one flag to achieve this objective.

The speakers alleged the blood carnage is raging in Balochistan. The rulers are meeting out step motherly
treatment to the province. Our political parties should get untied on one platform and work out strategy to
challenge Pakistan-Balochistan annexation accord in international court of justice.

They demanded the people of Balochistan be give access to the resources of their province.

An interview of Nawab Akbar Bugti recorded by a Balochi radio was also relayed at the conclusion of jirga. This
saddened the environment. Bugti said in interview that his war is for protection of sovereignty of Baloch nation
and their rights. We are not anti development. The development is that which is in accordance with the
requirement of Baloch nation. On the other hand government dubs establishment of garrisons and air fields as
development, he added.

you talk about peopes choice in kashmir but a blind eye to other people... never any person from Balochistan
was given a important position in pak goverment, this what you get. congratulation to akk freedom loving

Islamabad - Tribal chiefs in Pakistan’s Balochistan province have decided to move the International Court of
Justice (ICJ) over what they term as violation of an agreement between the erstwhile Kalat state, the British and
Pakistan at the time of the subcontinent’s partition in 1947.

The decision was taken at a grand jirga (meeting) of Baloch tribal chiefs at the palace in Kalat, with the ‘Khan of
Kalat’ Mir Suleman Dawood in the chair.

The declaration alleged that the agreement - aimed at Kalat state’s accession to Pakistan - had constantly been
violated since day one. The British did not heed the Kalat prince’s demand that their state should be on a par
with Nepal in its relations with England. Kalat acceded to Pakistan in 1948.

The meeting, the first after 130 years, comes four weeks after the killing of Nawab Akbar Khan Bugti, the
controversial chief of the Bugti tribe — a development that has unleashed violence and anti-government
sentiments in Balochistan.

‘The grand Baloch Jirga of Kalat demands of the government to do away with the official interference with the
property of Nawab Bugti in Dera Bugti. The heirs of Nawab Bugti are the legal heirs of Nawab Bugti’s property,’
the declaration said.

Baloch tribal chiefs, also called sardars, came down heavily on the ‘government-backed Dera Bugti Jirga’ held
recently and rejected the announcement about the end to the sardari system in Dera Bugti.

Ending the sardari system is part of President Pervez Musharraf’s plans to finish the age-old feudal system, the
separatist sentiments it has fomented and place the country’s largest province on a modern track.

The participants underlined the need for unity among the Baloch for securing their rights and launching a joint
struggle for this cause. They were of the view that a ‘practical struggle should be launched for securing the
rights of the Baloch nation in consultation with all those who matter’.

According to The Nation newspaper, the jirga demanded redefining of Baloch territories and formation of a
‘purely Baloch unit comprising Baloch territories present in Sindh and Punjab provinces’.

It also demanded a halt to the ongoing military operation in Balochistan and a stop to the establishment of
military cantonments in Sui, Kohlu and Gwadar. It condemned the mass extra-judicial arrests of Baloch youth
and demanded their immediate release.

The tribal leaders said the Baloch, especially the younger generation, were looking towards their sardars for a
‘decisive’ line of action.

They called for devising a
‘clear-cut course of action to get due rights of the Baloch nation’ and make them
‘owners of their resources’,
The News International said in a detailed report.

‘It is high time to make a decision and get it implemented, otherwise, the martyrdom of Nawab Akbar Khan
Bugti would go in vain as in the case of Nawab Noroz Khan,’
said Nawab Zulfiqar Magsi.

Noroz Khan, as the Khan of Kalat, had led a prolonged separatist movement in the late 1950s.

Prominent among the participants of the grand jirga on Thursday were former prime minister Sardar Balkh Sher
Mazari (southern Punjab), former Balochistan chief

minister Nawab Zulfiqar Ali Magsi (Jhal Magsi), former chief minister Sardar Akhtar Mengal (Wadh, Khuzdar)
and Sardar Muhammad Asif Mengal (Naushki).
